OpenAI Launches OpenAI Deployment Company That Brings $4 Billion Push

OpenAI has launched the OpenAI Deployment Company, a new majority-owned subsidiary that embeds specialized AI engineers inside enterprise organizations. The company launches with more than $4 billion in initial investment, a $10 billion pre-money valuation, and 19 founding investors.

The Gap It Was Built to Close

Over one million businesses have adopted OpenAI's products and APIs. Most have not moved beyond pilots.

The bottleneck is not the model. It is integration, compliance, workflow redesign, and the slow work of getting AI into production inside organizations that were not built for it.

The OpenAI Deployment Company solves this through Forward Deployed Engineers, or FDEs. These are specialized AI engineers embedded directly inside client organizations. They work with business leaders, operators, and frontline teams to:

  • Identify where AI delivers measurable impact
  • Redesign critical workflows around AI systems
  • Build production deployments that hold up over time

OpenAI structured it as a standalone business unit so it can move at deployment speed, not research speed. Customers get a unified experience whether they work with OpenAI directly or through the Deployment Company.

Who Is Backing It

The partnership is led by Texas Pacific Group (TPG), with Advent International, Bain Capital, and Brookfield as co-lead founding partners.

Additional investors include B Capital, BBVA, Emergence Capital, Goldman Sachs, SoftBank Corp., Warburg Pincus, and WCAS. Three consulting and systems integration firms also hold equity: Bain & Company, Capgemini, and McKinsey & Company.

Together, the private equity firms in the syndicate sponsor more than 2,000 companies worldwide, giving the Deployment Company built-in distribution into thousands of enterprises without a traditional sales cycle.

According to Axios, investors receive a guaranteed minimum 17.5% return with profits capped. Goldman Sachs is the only backer of both this venture and a comparable deployment entity launched by Anthropic the same week.

Tomoro Gives the Company 150 Engineers on Day One

To staff the Deployment Company immediately, OpenAI has agreed to acquire Tomoro, a London-based applied AI consulting firm founded in 2023.

Tomoro brings approximately 150 Forward Deployed Engineers and Deployment Specialists from day one. Its existing clients include Tesco, Virgin Atlantic, Mattel, Red Bull, and Supercell, where its engineers built an in-game support agent serving 110 million users in 12 weeks.

The acquisition is pending regulatory approval. The Tomoro brand is expected to fold into the Deployment Company over time, though leadership is expected to stay through the transition.

The Revenue Stakes Behind the Launch

COO Brad Lightcap is overseeing the venture. CRO Denise Dresser, formerly of Salesforce and Slack, will lead commercial operations.

Enterprise already accounts for more than 40% of OpenAI's revenue. The company reported $25 billion in annualized revenue as of February 2026 and projects $85 billion by 2030, a target that requires AI agents built for enterprise-scale workflows to become the default operating layer.

OpenAI's API market share reportedly dropped from roughly 50% in 2023 to around 25% by mid-2025 as Anthropic and Google gained ground. The Deployment Company is a structural response: building an implementation moat around its frontier models rather than competing on benchmarks alone.

OpenAI vs. Anthropic: Who Owns the Implementation Layer

Days before OpenAI's announcement, Anthropic launched its own enterprise deployment venture backed by $1.5 billion from Blackstone, Hellman & Friedman, and Goldman Sachs, with the same premise: embed engineers inside companies and build durable AI systems beyond the pilot phase.

The parallel launches signal a clear industry shift. The enterprise AI race is no longer about model releases. It is about who owns the implementation layer inside large organizations.

OpenAI's bet is larger in scale. Anthropic's is leaner. Both are competing to occupy the same position before traditional systems integrators consolidate it.
